Presales Capture / Pursuit Manager

is responsible for leading and managing the capture process for US public sector opportunities, including federal, state, and local government contracts. This role involvesidentifying and qualifying new business opportunities, developing capture strategies, and coordinating the proposal development process to secure new contracts. The ideal candidatewill have a deep understanding of the US public sector procurement process and a proven track recordof winning government contracts. The CaptureManager will work closely with the proposal, technical, and businessdevelopment teams to ensure successful submissions for federal, state,and local opportunities.

Please note: Must have experience in US statelocal & Federalgovernment RFP capture. Available to work in US EST time zone (7 PM IST to 4 AM IST) – Highly Preferred

Second Preference of time will be 4pm IST – 1am IST This is 100% REMOTE/ Work from Home opportunity. 4-12 Years of RelevantExperience is required.

Key Responsibilities: RFP Capture& Analysis: Conduct thoroughcapture analyses of government RFPs and RFIs (Requests for Information). Identify opportunities on government procurement portals and state-specific websites. Analyze the scope of work, key deliverables, technicalrequirements, compliance, and certifications requiredby the RFP. Break down complex RFPs and align them with the company’s internal resources, technical capabilities, and expertise. Market and FundingResearch: Research and analyze state and federalfunding allocations for specific government departments and agencies. Track and analyze budgettrends and legislative decisions that influence public sector contractopportunities. Understand and report on department-level financial priorities and constraints. Company Capability Alignment: Work with internal teams(technical, engineering, projectmanagement) to understand current capabilities and match them to RFP requirements. Develop and implement capturekeywords and strategies to position the company as a strong contender. Ensure the capture processaligns with the company’s strengths and differentiators. Technical Case Study Alignment: Leverage existingtechnical case studiesand success storiesto identify and pursue parallelRFP opportunities.

Work with subject matterexperts (SMEs) to position the company's technicalexpertise and solutions effectively. Develop compelling narratives and win themes that showcase the company’s past performance and relevance to the RFP. Competitor and Incumbent Analysis: Conduct detailedresearch on past incumbents for similar contracts, including funding awarded,performance reviews, and challenges faced. Identify and assess competitors' strengths, weaknesses, and strategies in the publicsector space. Analyze win/lossdata and past contract performance to anticipate challenges and opportunities. Capture Strategy & Development: Develop and execute captureplans, including win strategies, risk mitigation approaches, and solution offerings. Lead proposaldevelopment teams in collaboration with proposal managersto ensure high-quality, responsive, and competitive proposals. Engage with internal stakeholders, including executives, to get necessary resources and approvals for the captureeffort. Customer Relationship Management: Build and maintainrelationships with key government stakeholders, contracting officers, and influencers within targeted public sector agencies. Conduct market intelligence to stay informedabout customer needs, mission requirements, and procurement trends. Position the company as a trustedpartner for government agencies through proactive engagement and thoughtleadership. Reporting & Performance Metrics: Provide regularupdates on captureprogress, key milestones, risks, and opportunities to senior management. Track success rates of RFP pursuits and adjust strategies to improve win rates. Maintain accuraterecords of captureactivities, including research,decision- making processes, and proposal submissions.

Key Qualifications: Education:

Bachelor’s degreein business, Marketing, Government Affairs, or a relatedfield. Advanced degree or certifications in government procurement, public policy, or project management is a plus. Experience: -

4-12 years of experience in capture management, proposal development, or business development for public sector clients, with a strong focus on US federaland state government contracts. Knowledge: Deep understanding of US publicsector procurement processes, particularly with state and local governments. Experience with government fundingresearch, budget allocations, and policy analysis. Knowledge of contract vehicles such as State contracting vehicles, GSA Schedules, IDIQs,GWACs, 8(a), WOSB,MBE set aside and otherfederal and state procurement mechanisms. Expertise in Proposal Management, Bid Coordination, Partnership development, Working with Procurement officers, Skills: Excellent analytical and research skills,with the abilityto dissect RFPs and alignthem with internalcapabilities. Strong communication and presentation skills,with the abilityto convey complextechnical solutions in a clear and compelling manner. Proficient in using tools and platformsfor government RFP research (e.g.,SAM.gov, state procurement portals, GovWin, etc.). Ability to manage multiplecapture efforts simultaneously and meet tight deadlines. Personal Attributes: Results-driven, with a focus on winning new business. Collaborative, able to work effectively with cross-functional teams and seniorleadership. Strong strategic thinkingand problem-solving skills.

Preferred Certifications: Certified Capture Manager(CPM) APMP Certification (Association of Proposal Management Professionals) Certifications such as CertifiedProfessional Contracts Manager (CPCM) or Certified FederalContracts Manager (CFCM).
