>>About E&S Advisory Team The Education and Skill Development practice of KPMG in India comprise a team of experience professional who deliver forward-looking advisory services across the spectrum such as K-12 education including early childhood care and education (ECCE), foundation literacy and numeracy skills, technical and vocational education, and training (TVET), higher education, education technology and supplementary education. The team has delivered multiple engagement in the past catering to a wide range of clients from the central and state governments, regulators, public and private educational institutions, corporates, not for profit organizations etc. The team has worked on the ground across Southeast Asia, Middle East and Africa – apart from India.

>>Roles & responsibility Assist in identifying areas for private sector engagement in foundational learning such as increasing investment via PPP models, Corporate Social Responsibility (CSR) and foundations, and impact investing and map the existing landscape of players and funding in the state. Assist in defining a state-specific private sector engagement vision and scope for foundational learning, highlighting financial and technical domains for partnership. Assist in defining and implementing a strategy to support the Affordable Private School segment. Conduct meetings with key state officials and departments at the district and state level to identify and map foundational learning priorities and programmes, existing budgets, funding sources and schemes, spending and utilization. Work with states towards institutionalization of foundational learning at policy and scheme level, design implementation plan and standard operating procedures for the state for smooth financing, coordination, and reporting of funds. Identify unutilized funds across departments and the possibility of convergence under Flexi-funds, District Mineral Foundation Funds, District Innovation Funds, funds with panchayats, etc. to reallocate more resources to FL. Identify roadblocks in fund deployment, processing, utilization and reporting across the state through interviews with state and district departments and a sample of schools/ school associations. Sensitize and assist states to create a fund reporting system for the state across components to identify annual allocations and utilization; a solution with states to develop an automated tool/ dashboard to track fund utilization. Conduct meetings in state education departments on budgetary trend analysis, systemic gaps, and fund reporting systems to build capacity and create a strategic roadmap for the state around financing for foundational learning including sharing of untapped resources.

>>Qualifications and Experience 8+ years of experience in relevant areas of work such as Programme Management, financing, private sector engagement, education etc. MBA or Masters in a relevant field such as Finance, Economics, Education, Political Science, or other social science fields from a leading institution Experience working with state and central-level government stakeholders ▪ Experience working in a multi-stakeholder environment.
