Job Title : Purchase Executive - NHPC/NTPC Projects Location : BHUBANESWAR,ODISHA Department : Procurement

Job Summary : The Purchase Executive for NHPC/NTPC projects will be responsible for handling procurement activities related to power and energy projects, especially with large-scale public sector companies like NHPC and NTPC. This role involves sourcing, negotiating, and managing contracts for goods, equipment, and services that align with the specific requirements of power projects. The executive will ensure timely delivery, quality compliance, and cost-effective purchasing within government regulations. Key Responsibilities : Project-Based Procurement : Manage procurement activities for materials, equipment, and services required for NHPC and NTPC power projects. Ensure that the procurement process aligns with the technical and project-specific requirements of these projects, including electrical, mechanical, and civil engineering needs. Source and evaluate suppliers that specialize in power project equipment like transformers, turbines, power cables, etc. Vendor Management and Development : Develop and maintain a network of reliable suppliers and vendors with experience in large-scale power projects. Regularly evaluate suppliers for performance, delivery timelines, pricing, and quality standards. Ensure adherence to government and public sector norms for vendor selection, including e-tendering and bidding processes. Tendering and Contracts : Manage the entire tendering process, including drafting, issuing, and evaluating tenders for procurement contracts as per public sector standards. Collaborate with legal and project teams to draft contracts, ensuring compliance with NHPC/NTPC procurement policies and guidelines. Negotiate prices, delivery schedules, payment terms, and other contract conditions with suppliers. Compliance and Documentation : Ensure compliance with government regulations, public sector procurement policies, and standards such as CVC (Central Vigilance Commission) guidelines. Maintain proper documentation of all procurement activities, including tenders, contracts, supplier communications, and performance reports. Handle customs clearance, regulatory approvals, and other documentation for imports (if required) related to the projects. Cost Control and Budgeting : Monitor procurement budgets and ensure cost-effective purchasing strategies for all project-related requirements. Conduct regular cost analysis to identify opportunities for savings without compromising on quality and delivery. Report and track procurement expenditures to ensure alignment with project budgets. Coordination with Cross-Functional Teams : Work closely with the project management, engineering, and finance teams to ensure timely procurement of materials and services in sync with project timelines. Coordinate with site teams for equipment delivery, installation, and commissioning as per project requirements. Assist in resolving any procurement-related issues that may arise during the course of the project. Quality Assurance : Ensure all procured materials and equipment meet the technical specifications and quality standards as laid out by NHPC/NTPC project requirements. Liaise with quality control and engineering teams to inspect and verify materials upon delivery. Address and resolve any discrepancies related to quality, technical specifications, or delivery. Inventory Management : Maintain optimum inventory levels to avoid project delays due to material shortages. Track inventory usage and manage stock levels to ensure efficient material handling at project sites. Ensure proper storage, handling, and transportation of goods, especially for sensitive or high-value equipment. Qualifications and Skills : Bachelor’s degree in Supply Chain Management, Electrical/Mechanical Engineering, Business Administration, or a related field. 3+ years of experience in procurement, especially in large-scale power or EPC projects (preferably NHPC/NTPC projects). Familiarity with public sector procurement norms, tendering processes, and government regulations. Strong negotiation, contract management, and vendor relationship management skills. Proficiency in ERP systems and procurement software. Excellent communication, analytical, and problem-solving skills. Ability to manage multiple tasks and work under tight deadlines. Preferred : Experience working on projects for NHPC, NTPC, or similar public sector organizations. Knowledge of power generation and distribution equipment. Understanding of public procurement policies like GFR (General Financial Rules) and CVC guidelines.
