Position: Regulatory ExpertLocation: Patna, BiharDepartment: Policy and RegulatoryOverview:We are seeking a highly skilled Regulatory Expert with extensive experience in the electricity sector to assist one of the State Commissions with a range of regulatory and compliance activities. The successful candidate will play a pivotal role in reviewing existing regulations, assisting in court proceedings, formulating new regulations, and providing consultancy on various regulatory matters within the power sector.Key Responsibilities:Regulatory Review and Amendments:Review existing regulations to ensure alignment with the latest Rules, Policies, and Guidelines issued by competent authorities.Suggest necessary amendments or propose complete replacements of regulations in compliance with the Electricity Act, 2003, and other relevant statutes.Regulation Formulation:Formulate new regulations/ amend existing in accordance with the Electricity Act, 2003, and integrate the latest Rules, Policies, and Guidelines.Ensure that new/revised regulations are in line with national and international best practices.Monitoring and Compliance:Monitor and evaluate the functions of regulated entities to ensure adherence to various provisions of the Act, Rules, and Regulations.Analyze compliance reports and directives to suggest improvements for enhancing consumer protection and service quality.Court Proceedings and Legal Assistance:Assist in court proceedings related to regulatory matters, including preparation of draft RoP, draft orders, and legal submissions.Support in analyzing appeals and preparing Statements of Facts (SoF) for hearings before the Appellate Tribunal for Electricity (APTEL), High Courts, and Supreme Court.Consultancy and Advisory Services:Provide expert consultancy on technical, commercial, financial, and legal matters related to the power sector, including tariffs, power purchase, generation, transmission, distribution, and renewable energy.Offer advice on compliance with directives from the Ministry of Power (MoP), Ministry of New and Renewable Energy (MNRE), and other relevant bodies.Capacity Building and Documentation:Assist in capacity building and other activities as specified by the Commission.Support regular monitoring, coordination, recording, and documentation of regulatory processes and compliance.Best Practices and Benchmarking:Analyze and report on best practices in the national and international power sector, including regulatory practices adopted by other Central/State Electricity Regulatory Commissions (CERC/SERCs).Provide recommendations for the improvement of regulatory practices and procedures.Additional Duties:Perform any other duties as required to support the Commission’s day-to-day functions and objectives.Qualifications and Experience:Educational Requirements: B. Tech, M. Tech, Masters in Mathematics/ Commerce/ Economics/ LLB + MBA(Fin)/ PGDMA.Experience: A minimum of 5 years of experience in regulatory matters within the electricity sector, including consultancy roles with Ministries, Government agencies, and Electricity Regulatory Commissions.Skills: Deep understanding of the Electricity Act, 2003, and related Rules, Policies, and Guidelines. Strong analytical and problem-solving skills. Excellent written and verbal communication abilities.
